本地地调已建成地调电量采集主站系统，并上线运行，具备接入用户关口表表码上传的接入条件。供电公司调控中心要求各并网火电厂、风电场、水电厂、用户变电站投资建设一套电量采集终端，采用IEC60870-5-102通信协议，通过调度数据网非实时通道将关口表表码上传至地调电量采集主站系统。再由地调转发至蒙东省调网损在线计算分析系统。
3BSC980004R784工控卡件，DATX110数据库为满足本地地调建设电量采集系统的相关要求，针对公司现有关口电量上传现状，对现有设备作了技术改造，最终实现电能数据成功上传地调，满足了供电公司建设电量采集系统的要求。
2 现有数据网及电量上传现状
公司现有电力调度数据网已建成投运，具备实时通道和非实时通道，现有总调相关遥测、遥信数据通过实时通道将浮点值上传至地调，非实时通道处于空闲状态，即只要有电度数据接入，即可通过该通道将准实时电度数据上传地调电量采集主站系统。
现有电力调度数据网示意图见下图1。
按地调要求，需要接入的电量数据有总降进线、发电机出线等，目前公司总降进线、发电机出线、热电出线电度表RS—485通信口接线示意图，见下图2。
图2中，每块电度表有两个RS—585通信口，分别被综合自动化系统、iES—E50电能量远方终端、无线双向终端占用：电度表3、4、5、6、7、8、9、10通信口1及电度表1、2通信口2通过屏蔽RS485通信线连接综合自动化系统前置机MOXA串口15通信（DLT-645规约），电度表3、4、5、6、7、8、9、10通信口2及电度表1、2通信口1与iES—E50电能量远方终端通信，电能量远方终端通过拨号方式连接PCM设备、传输设备与电业局计量中心计量主站系统通信。
